Senate Majority Leader Pedro Espada Jr. says he'll hold up approval of the budget to force attention on issues he says need to be addressed. He wants attention paid to the universities proposal and his proposals for farm workers.

Without his vote, the majority can't pass anything without help from the Republican minority, which usually votes as a bloc against the Democrats.

Albany is truly run by the Keystone Cops.

The budget was approved last night. From the Buffalo News:

More than four months late, the state budget was finally approved Tuesday night after a Western New York senator retreated on his vow to withhold his vote until a new financing measure was approved for the state university system.

The approximately $136 billion budget, including about $1.5 billion in new taxes and fees approved Tuesday, is for the fiscal year that started April 1.


IMO, the next governor should dramatically revise New York State's budget process. No compelling state interests were served by the four-month charade that characterized the "budget process" under which the governor and legislature engaged in excessive posturing and a needless game of brinkmanship.

The so-called annual "executive budget model" should be discarded, as should the referenda process for bond issues that allows the State's political leaders to avoid full accountability for certain borrowing decisions. Those approaches have resulted in chronically late budgets and persistent budget deficits (when the entire budget is considered). The next governor should make it an objective to balance the state's budget within three years, a task that would likely require reduced Medicaid expenditures (actual reductions, not a slowdown in the rate of growth of such expenditures) and pension reform, and then run moderate-sized surpluses afterward to reduce the state's overall debt. Alternative models that could be considered could include Virginia's and Texas' biennial processes.
 
The sad part of it all (depending on how you look at it) is that Gov Paterson has actually been trying to get something done.
