SAN FRANCISCO — The California Legislature approved on Thursday a $20 million payment to Jaycee Dugard, who was kidnapped as an 11-year-old and held captive for 18 years, and the two children she bore by her abductor.

The payment, approved by a nearly unanimous vote, was to settle a claim made by Ms. Dugard in January that state parole agents had not adequately monitored her abductor, Phillip Garrido, a convicted sex offender. It comes 10 months after Ms. Dugard and her two children, then aged 11 and 15, were discovered alive outside Antioch, Calif., a Bay Area suburb.
