It's definitely crazy, but not as crazy as it seems at first glance. The only way you could get the penalty you mention is if an underlying crime of the first degree is proven, which already provides for a penalty of 10-20 years in prison. The effect of the hate crime add-on is to make any first degree crime presumptively a max sentence, and to allow judges to increase the sentence even beyond that.

Ok, I figured that is what it was saying referencing a first degree underlying crime.

Something about it I just don't like. It is like it institutionalizes discrimination. The underlying crime should already account for extenuating circumstances like a violent crime based on discrimination. Hell, I haven't thought it through, but aren't all crimes some form of discrimination?

It seems the entire welfare/projects/inner city mentality is that blacks are victims and deserve special consideration. **** that. Just like poor whites, they need to get off their ass and work for a living. Hard to do in a recession, I realize... What is the word for blacks getting paid for being the ancesters of slaves? **** that too. They just want free money.

Blacks need to get an education and change their attitude about being successful in school. Those are the real winners. Not the drug dealers and the hip hop artists.

This is NOT how you communicated it before. Thank you for clarifying. I can see this point. My only caveat is that there is often a connection between the bigoted thoughts and the bigoted actions. I don't find humor in true bigotry because of it's potential danger, though I do see its absurdity.

When you have "leaders", in the inner city, such as Al Sharpton and Jesse Jackson promoting a victim mentality and disparaging the brilliant analysis and prescription of Bill Cosby and John McWhorter and others, then there is a lot of cluelessness. I in no way mean that all of the black committee, if you could even narrow it down to one, feel the same way, but there is broad support for victimhood. If you are from the inner city, joined the service, got a college degree, then you have escaped it and I congratulate you. You are the exception.

Well, ya know... if you don't use the words "are victims" any time you include the word "black" in your statements, then well... you're a racist, doncha know? I mean, duh. Didn't ya know that blacks are so powerless that they're always victims any time someone doesn't say something glorious about them? That's what some here would have us believe, anyway. Personally, I give people more credit than to assume they're so weak and powerless that they are constantly victimized every time a person of a different color speaks. If someone had said "all whites leave the store", no one would be calling anyone "victims" of... well... I'm not sure what one would possibly be a victim OF just by way of hearing those 5 words. I can just see it now, someone says 'all whites leave the store', or 'all women leave the store', or whatever and suddenly children start screaming in fear and crying, and women are scattering in fear and anger and thinking, "OMG I'VE JUST BEEN VICTIMIZED!"
