Even Gates is saying that it's time to make a decision.

ABOARD A U.S. MILITARY AIRCRAFT (Reuters) - The United States cannot wait for problems surrounding the legitimacy of the Afghan government to be resolved before making a decision on troops, U.S. Secretary of Defense Robert Gates said.

Gates, speaking to reporters on board a plane traveling to Tokyo, described the situation in Afghanistan as an evolutionary process that would not improve dramatically overnight, regardless of what course is taken following the country's flawed August election.

When you choose not to decide, you still have made a choice.

In contrast to what you wish people to believe, Obama isn't sitting with all the facts and choosing not to make a decision. Your OP conveniently left out the part where Gates said he still needs to sort through the options with Obama so Obama can make a decision.

"It's just a matter now of getting the time with the president when we can sort through these options and then tee them up for him to make a decision," Gates said.

He also said this meeting needs to "wait for the return of cabinet members from foreign travels through part of next week.

Yes he is saying a decision needs to be made after he is able to meet with Obama to decide what the options Obama needs to choose from.

Obama doesn't make this decision alone. Gates, who is needed to make this decsiion, is traveling and also believes a request from the Allies should be made before the US makes a decision, a request he is making this week.

Gates said he did not need to wait for a U.S. decision on troops to speak to NATO allies about McChrystal's resource request, saying "the reality is that this is an alliance issue."

"We ought to do this in a way that if General McChrystal has a set of needs, it should not be looked upon as exclusively the responsibility of the United States to respond," he said.

"So I think that having a discussion of that and the fact that this is a continuing shared responsibility makes it entirely appropriate to have that conversation in Bratislava, before decisions are made by the United States."

I don't agree with many of Obama's decisions but to elude that Obama has all the facts and options and is just sitting with his thumb up his *** while flat out refusing to make a decision is just partisan hyperbole.

Gates is saying he still needs to sit down the President to review the options before a decision can be made so obviously Obama is missing something to make a decision.

According to Gates it appears they are going to do just that. If Obama doesn't make a decision after meeting with Gates and the other cabinet members feel free to bash Obama's political head in. :)

It took Bush months to change policy to counterinsurgency, with a surge, and Petraeus/Odierno commanding. Be patient.

The thought that the right feel Obama should be making military strategy changes without consulting the Secretary of Defense is ludicrous in my opinion.

He has consulted him. They have held meetings. However, the idea that Petraeus has not been consulted blows my mind.

Really? From what I read from the article you sourced Gates is saying he needs to meet with Obama before Obama can make a decision and that he [Gates] should address NATO, which he is going to do, before the US makes any decisions.
 
We're trying to defeat an enemy that attacked our country and killed 3,000 Americans.

They were not and never were hiding in Bush's Iraq. Fact is this decision SHOULD HAVE BEEN MADE YEARS AGO.
