Under Baucus Bill, Mandate Penalty Could Lead to Prison, Congressional Analysts Say - Political News - FOXNews.com

Under the health care bill being considered in the Senate Finance Committee, Americans who fail to pay a penalty for not buying insurance could be charged up to $25,000 by the Internal Revenue Service or face up to a year in jail, according to congressional analysts.

That's just one of the concerns Republicans say the Democratic-run Congress is ignoring in the rush to pass legislation to overhaul the nation's health care system.

"The American people expect us to get this right and to do it in an open, honest and bipartisan debate. That's what they deserve," said Sen. Johnny Isakson, R-Ga., in his party's radio and Internet address Saturday. "But that's not what they're getting from the Democrats on Capitol Hill."

The Senate Finance Committee is the last of five committees to take up health care legislation, which tops President Obama's domestic agenda.

The committee chairman, Sen. Max Baucus, D-Mont., negotiated with top Republicans for weeks before talks broke down. Baucus' bill leaves out a primary demand of many Democrats -- a government insurance option -- and it has a lower price tag than other Democratic proposals.

But the legislation includes an individual mandate penalty that could go as high as $1,900. Thomas Barthold, chief of staff of the Joint Committee on Taxation, told senators that the IRS could take legal action against those who fail to pay the mandate penalty.

In a handwritten note to Sen. John Ensign, R-Nev., Barthold said violators could be charged with a misdemeanor and could face up to a year in jail or a $25,000 penalty.

Just Great nothing like Violating the US Constitution and the 1st Adm. someone need to go and just kick Sen. Baucas arse all over the Sen. floor. Also I would like to take Fox and any other News Outlet that keep reporting that Sen. Snowe is in favor of this or any other Democratic lead Bill to task over there comments. This is BS I know for a fact that Olympia doesn't support this Bill or any other Draconain Crap that the Democrats have come up with. And to suggest so is BS.

Now here is my question for all of you who want this Health Care Bill do you support this type of crap huh, the last time I looked we live in the United States of America and have the right to choose with out the fear of jail.

Sen Baucus for start is that enough for you since he is the one who is pushing this bill.

No I don't have to post another source in BN since Fox's is consider one of the source that can be used in BN. Also if you noted I may a comment attacking Fox and accusing Sen. Snowe of backing this Draconian Bill. Which is far from the Truth as a matter of fact she is against this any many of the other Democratic Lead Health Care Bill(s).

I was under the impression that Snowe was holding back support b/c she wanted to increase subsidies, add a triggered public option (instead of co-ops), and open the exchanges to wider participation. It seems like Snowe and Collins are in conflict, with Snowe favoring a triggered public option, and Collins favoring a co-op.

Ezra Klein had a good rundown on all the proposed amendments that Snowe is putting forward. His take on them is that they are generally good amendments that will improve the bill.

I am very much hoping she does vote in favor in the end. She's certainly in a position, electorally, where she can do whatever she wants, pretty much. But, IIRC, Maine polling shows majority support for a plan with a public option.

Here's a full summary of the amendments Snowe has offered. Her unique role in the debate means they're pretty likely to be adopted, and their adoption could potentially win her over to the bill. But are they any good?

After reading every one, I have to say: they're almost all worthy changes to the bill. Snowe vastly strengthens the exchanges, which is a huge deal. She expands subsidies to more people, sets limits on high deductible plans, and weakens the penalty in the individual mandate. If I'd read this list of amendments without an attached author, I would indeed have thought they came from a moderate, though not particularly conservative, Democrat.
