I agree. I find this story plausible because my husband once had an encounter with a cop who was verbally abusive towards him in a traffic stop. The cop wrote him up for "failure to yield" and running a yellow light (illegal in that jurisdiction). The only traffic law I've ever seen my husband break is speeding, and I'm inclined to believe his denial of having done what he was ticketed for. He is, except for the speeding, a good and safe driver, and the two of us get "good driver" discounts for our auto insurance.
He challenged the citations in traffic court, and the cop apparently lied under oath and accused my husband of almost hitting a child in the intersection. The judge dismissed one charge and let the other stand - but without putting points on his driving record.
That's a police officer that needs to be driving a desk or off the force.
