US Secretary of State Hillary Clinton has said that US policy towards Cuba has failed, welcoming an offer to talk from the Cuban president.

She said the US was "taking a serious look" at how to respond to President Raul Castro's comments, which she called an "overture".

Mr Castro had said he was ready for discussions covering human rights, political prisoners and press freedom.

The US passed a law this week easing restrictions on Cuban Americans.

The move will allow Cuban Americans to visit relatives in Cuba and send money home more easily.

Speaking to Latin American leaders in Venezuela on Thursday, President Castro said he had sent word to the US government "in private and in public" that he is open to negotiations as long as they are "on equal terms".

Venezuelan President Hugo Chavez said he would veto the final declaration from the OAS summit because of Cuba's exclusion.

Im seeing a lot more willingess to communicate and more dialogue on the US's part. This is really encouraging.

In order to claim something has failed your going to have to provide more then a failed, economically defunct, isolated, despotic communist regime on Cuba getting its butt kissed by Obama.

In order to claim something has failed your going to have to provide more then a failed, economically defunct, isolated, despotic communist regime on Cuba getting its butt kissed by Obama.

It has failed because Castro is still in power. The embargo gives Castro an piece of propaganda to use towards Cubans whenever things are bad. When thing are down in Cuba, all Castro has to do is blame the US embargo and the Cubans eat it up.

Tell me, how has this succeeded in any measurable way? As has been pointed out, Cuba is still communist, Castro is still in power. We've essentially made a bunch of people on a very large island really, really dislike us. Bang up job!

By all means, let's stay the course...the strategy of "regime change by old age and natural death through embargo" is just starting to take hold! We're expecting big results any decade now!

Normalization of relations with Cuba is a good thing, even if Castro is still in power. I know this will probably confuse some on this forum, but trust me, this will be a good thing.

Nobody is saying that Obama is endorsing what is going on in Cuba, just that it's time move forward and actually work at the geopolitical situation off the coast of Florida. I'm glad he's taken this stance. Cuba is a beautiful country. It would be nice to have the option of vacationing there as something other than a member of the military or wearing a jump suit and chains.

Stated goal of the embargo is to undermine the communist regime in Cuba. Its not an end all and never has been,.
Its is effective at doing what its intended to do.

The real term effects of the embargo far outweigh any propaganda the communist regime may get out of it.

The ideology Castro wished to export has been rejected by those in the region..Chavez isn't espousing Communism...hell even Daniel Ortega! has rejected it.
Cuba without the USSR is too poor to flood the America with arms as it did throughout the cold war.
The regimes inability to better itself without reliance on the BIG BAD USA shows discredits them and their ideology.

During the Cold War the USSR/Warsaw Pact states offset the embargo to some extent. SO it wasn't as effective from the 60's- to early 90's. After that though it became very effective.

Cuba is now a ideologically bankrupt, isolated, poor as dirt country whose regime is incapable of giving its people the lifestyles they should have..and that condition will get worse and worse for them.

Yes STAY THE COURSE.. The embargo is working as intended.

The embargo should only be lifted in the event that Cuba agrees to Democratic elections.

No, that's the reason for the embargo's existence. The fact that it has not accomplished this proves that it's a miserable failure.

What a load of :spin: The ideology of Chavez and Ortega is a hell of a lot closer to Cuba's than it is to the United States'. Socialist movements are on the rise all over Latin America.

And "discrediting their ideology" accomplishes what exactly? The Cold War is over, the Cuban people are still poor, they are still living under a dictatorship, and populist movements are the norm in Latin America.

Castro's brand of Communism....dated, quaint, a relic of another age...is no threat to America. We already have worse friends...China, Pakistan....no harm in helping develop a country only 90 miles from the US mainland.
 
The US embargo on Cuba is like a heavyweight boxer punching a skinny weak midget.....while lying on the ground.....comotose.
