I don't know why a few civilized nations don't send a few (let's say 2) gun ships each to escort vessels as they move through the high risk regions plus arm the vessels that are traveling. How hard can it really be for the world to stop a handful of pirates from taking merchant ships? Really...make pirating too high risk and the pirates will dissolve. Pirates are pirates because there is easy money to be had at a very low risk. Just put an end to the benefit.
I'm also not opposed to bombing the Somali coast or any place that might be harboring pirates to take away this idea that the pirates are doing good. Give them no quarter and place hardship on the people that would support them. It would be done inside of a year if we would just do something about it.
