It should be life in prison for the dealers.

Mandatory treatment for users paid for by themselves.

If treatment does not work then mandatory work release...possibly develop controlled and contained work towns or camps so the prisoners can pay for their jailtime..

We could stop the drug problem in 2 years if we had the balls to do it, but we don't. Legalizing drugs won't solve the problem, merely mask the problems. But we're weak, and thus we'll suffer for many a decade hence.

Plenty of countries more ruthless than the US trying to fight the Drug War. They're not having any success, either.

The problem with fighting the Drug War is demand. You can't declare war on 8% of international commerce and expect positive results.
 
Mostly it is our corrections system that is a complete joke. I am majoring in corrections of Criminal Justice, and it's a ****ing disgrace. All the money actually goes to "prisons" when in fact it needs to go to jails. The Average wait time for someone in jail to hear out their sentence is six months! Do you wanna be raped in the ass while you are awaiting a "speedy" trial? It's bull****. Mental institutions are even more underfunded than jails, yet mentally unstable (bipolar etc) are arrested repeatidly for not taking meds and goin nuts. And we fill out jails with people for drugs, look at CA's 3 strikes law, it's absurd! Absolutely insane. We need to get the GUILTY in jail , and the NONVIOLENT offenders out if they have behaved. Yet, we are letting KNOWN RAPIST/Murderers out of jail and locking up people for selling weed. DISGUSTING!
