WASHINGTON, April 23 (Reuters) - Programs teaching U.S. schoolchildren to abstain from sex have not cut teen pregnancies or sexually transmitted diseases or delayed the age at which sex begins, health groups told Congress on Wednesday.
The Bush administration, however, voiced continuing support for such programs during a hearing before a House of Representatives panel even as many Democrats called for cutting off federal money for so-called abstinence-only instruction.

Campaigners were celebrating the results of a trial of a microbicide to prevent HIV that has produced a positive result, the first one to do so. The results of the HPTN 035 were announced at the Sixteenth Conference on Retroviruses and Opportunistic Infections in Montreal today.
Microbicides are chemicals that can be incorporated into gels, foams or devices that can be used in the vagina (and potentially the rectum) to prevent HIV transmission during sex. A number of previous studies in women in sub-Saharan Africa have failed to show a protective effect of microbicide candidates, including Carraguard and cellulose sulphate (UsherCell).

Condom use is known to dramatically cut the risk of HIV transmission. But even though researchers have previously found that condom use has been falling, David Wilson, the lead author of the report, said the reduction in condom use could account for only part of the increase in infections.
"The only way we could account for the increases that were observed is with the coupling of both the direct effects of the lack of protection due to decreased condom use, with the increase in other sexually transmitted infections also caused by decreased condom use," he said.
...........seriously. That you're still arguing against a fact is pretty sad. The teachings of the church rely on being naive and ignoring biological and social factors. Condom use relies on common sense. One lowers the rate of HIV. The other has been shown to make it worse.
