Russia hopes U.S. Congress will pass nuclear pact

As with any agreement with Russsia, the US in particular has to be extremely careful in oversight within Russia.
Russia is notorious for discovering ways by which it can wriggle out from what was the intention of any contract.
Ask BP/Shell and any other Company that has attempted bilateral business with the Russians.
The last time the US had an agreement with Russia whereby the US would help them clean up the nuclear mess they had accumulated under Soviet administrations, the Russians accused the US of stealing $5 Billion from them.
I would hope that at some time (preferably soon) the Russians and the Americans (West) would determine that their interests are so close that non cooperation is simply a futile response.
 
What's the point, they'll cheat anyway.
