You missed that holy books often make very bad law codes. History teaches us that, be it Torah, New Tesetements, Qur'an, Talmud, etc. Law is needed in the mundane world and should not flow from the mystical or divine spheres. Human's are imperfect creatures incapable of following celestial mandates and obligations.
Coupled with vengeful gods or God, religious law is generally a recipe for disaster in the material world. Reason, not faith should be the basis of a state's law. Dividing people into camps of good or bad based on one religion's teachings will end in a disaster in multi-faith societies. Just ask the Amalekites who the Hebrew Prophets tried to exterminate or the Arians and Bogomils who the Christan Church tried to liquidate or the kafirs and apostates who Islamic zealots slaughtered.
