I believe the one here was organized locally. I am a bit confused by the one in Atlanta though...the APD has went a long way in trying to change their ways.

The ADP might have, but they likely only represent 15-20% of the police in the metro area. So a neighboring PD could be filled with brutal thugs and that would of course fuel the fire
