So title I funding doesn't exist?

I swear, you right wingers think we're still operating under the articles of confederation.

Now whether that's managed and paid for by each individual state or at the federal level, I don't care - as long as every damn state does it. I do not see it as a matter of 'states rights' to choose to hang the poor out to dry.

I don't know how we got onto this tangent anyway so I'll leave it at that and go back to Trump. The federal help required in an emergency like this, should not be tied to how well the president gets on with any given governor either. He has a responsibility in a crisis, no matter who dislikes him, and that's just one more thing this president and many of his followers do not understand about the high level of responsibility placed on his role.
Permanent would be socialism, temporary requires people to have some initiative and that is what Trump is promoting and initiating, great leadership

Trump is showing terrible leadership - as per the OP - by getting in a snot with governors who criticize him and threatening to withhold aid. Quid pro quo much?

By your standards?? You really don't understand leadership or the role of the President. I suggest you think a little more with your brain, spend some time reading the Constitution, and focus more on state and local responsibilities by taking a civics course. You want Marshall Law? Why shouldn't he take a shot at the Governors especially those in blue states who have done nothing to support this President or the country? You are closer to the liberal ideology than the ideology that made this country great. You then become part of the problem not part of the solution.

Jesus you just can't help it can you? I've asked you time and again to stay on topic and shown no such disrespect. Unable to separate issues from personal attacks and accusations.

Trump and his people need to study civics and the constitution considering they blindly follow a president who violates his oath of office on a daily basis, is incapable of learning what the job requires, and who places petty grievances ahead of the national good. His followers are in the same basket. Anyone who doesn't see it their way is an 'enemy' to be ridiculed, derided and insulted. His is a truly disgusting presidency and it's a sad sad shame that he got elected allowing these creeps off the chain. This spat with the governors is just the latest demonstration of how he just doesn't get it.

How on earth can you claim that Trump violates his oath of office when you have no understand of what that oath even is? The Constitution establishes state rights. suggest you read it before making statements like you just did. Absolutely stunning how uneducated, biased and partisan the left is. The only spat with the governors is in your own mind.

You think you have an emperor. You're okay with him shutting off assistance to entire states because he doesn't like the governor.

    You'll make a fine serf.

Well, let's just see about that.

    Section 10
No State shall enter into any Treaty, Alliance, or Confederation; grant Letters
of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but
gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder,
ex post facto Law, or Law impairing the Obligation of Contracts, or grant any
    Title of Nobility.

No State shall, without the Consent of the Congress, lay any Imposts or Duties
on Imports or Exports, except what may be absolutely necessary for executing
its inspection Laws: and the net Produce of all Duties and Imposts, laid by
any State on Imports or Exports, shall be for the Use of the Treasury of the
United States; and all such Laws shall be subject to the Revision and Control
    of the Congress.

No State shall, without the Consent of Congress, lay any duty of Tonnage, keep
Troops, or Ships of War in time of Peace, enter into any Agreement or Compact
with another State, or with a foreign Power, or engage in War, unless actually
invaded, or in such imminent Danger as will not admit of delay.
    And

    Article 6.

All Debts contracted and Engagements entered into, before the Adoption of this
Constitution, shall be as valid against the United States under this
    Constitution, as under the Confederation.

This Constitution, and the Laws of the United States which shall be made in
Pursuance thereof; and all Treaties made, or which shall be made, under the
Authority of the United States, shall be the supreme Law of the Land; and the
Judges in every State shall be bound thereby, any Thing in the Constitution or
Laws of any State to the Contrary notwithstanding.
I could go on. You seem to have confused the federalist constitution with the articles of confederation.
