Still not very good at this, but I appreciate your trying. "Rights" are those things that our society "deems" sufficiently important to guarantee. I am not a believer in "natural rights", but ethical rights. I appreciate that you may be coming at this from a libertarian viewpoint (I recognize the buzz words), which, in my view, is not a bad starting point, but it is a pretty shaky foundation to built a philosophy around, as it falls apart easily.

Given that, I approach governance from a "social contract" foundation. As a society we, collectively, determine what "rights" we deem important enough to guarantee under law. Helpfully, our Constitution identifies most of them, and many of their parameters. Also, helpfully, the "general welfare" is one of those social interests the government is specifically given authority to support. If Congress deems universal healthcare a significant enough interest, it can establish a program. Once it does so, it becomes an interest protected by our laws and Constitution - thus, a "right" which cannot be taken away without justification and due process.

Taxes are the methodology that the Constitution provides to generate revenue for authorized purposes. Recompense (spending) is the means to acquire services for the general welfare.
