That's because the Senate is apportioned to providing an impartial "trial". The House however, simply acts as the conduit (representative) of the People.What I find interesting is that the House didn't have to swear to anything when they impeached Trump. They were all free to be as dishonest as they wanted to impeach and now they expect honesty in the Senate. There's something seriously wrong with that process.
So in essence,
"The People complain, and the States (Senate) looks into it and decides (if removal is warranted)."
