Ukraine aid was predicated on a "favor" that US President asked for in response to Ukraine mentioning US aid and cooperation.

It only references a Washington Post article that says Zelensky and some unnamed Ukrainians were "concerned" in early September about why aid was being delayed. This was unconfirmed information coming from Democrat Senator Chris Murphy. Using your "black is white" logic, this is no evidence of anything.

The only requirement was that the aid be disbursed before the end of the fiscal year, which it was.White House intervened to NOT deliver the aid until after public announcements by Ukraine about investigations. White House and others have been trying to find a legal way to delay it. Cooper testimony is very clear. The aid was released DESPITE the White House efforts and apparently without their knowledge and in only AFTER the corrupt scheme blew up in their face.
