First of all, I don't think that will happen. Secondly, if Congress did allow you and American citizens to go "open hunting season" on the cartels, a lot of people would get killed. You could easily die, and the cartels would most likely go "open season" on all Americans. Don't you stop and think about that?
They know how to murder people in the most horrible ways, and they are a vast network with money and connections. Unless you have a vast network with proper funding, logistics, and training, there is no point in even entertaining the idea.
About 30% of Americans are of Hispanic descent. Easy targets of error for bounty hunters or vigilante militias with an open season against cartel members from south of the border. Subsequent to due process, our Federal laws to ensure the efficacy of our bail bond systems without which our criminal justice system would grind to halt, allows bounty hunters to act with impunity. To allow the same for a vigilant militia invites a genocidal response similar to that of the Turks against the Armenians, because the Armenians being Christian, did not follow the words the prophet Mohamed. Hispanics, with an image of being papists, not the right Christianity would make easy targets for from another secular government sanctioned killing spree.
Our borders do need to be secured against the violence of and amorality of the cartels. That security cannot be allowed to fall outside the hands of our professional police and military with the limitations placed on them that protect all our citizens. Lynchings are the result of no controls, no limitations. Is that what we want?
