Legislation
Cummings introduced the Presidential and Federal Records Act Amendments of 2014, a bipartisan bill signed into law by President Barack Obama in December 2014. The bill, which Cummings cosponsored with Representative Darrell Issa, Republican of California, is a set of amendments to the Federal Records Act and Presidential Records Act. Among other provisions, the bill modernizes the definition of a federal record to expressly include electronic documents.[30][31]

He supported the Smart Savings Act, a bill that would make the default investment in the Thrift Savings Plan (TSP) an age-appropriate target date asset allocation investment fund (L Fund) instead of the Government Securities Investment Fund (G Fund).[32] Cummings called the bill a "commonsense change" and argued that the bill "will enable workers to take full advantage of a diversified fund designed to yield higher returns".[33]

He introduced the All Circuit Review Extension Act, a bill that would extend for three years the authority for federal employees who appeal a judgment of the Merit Systems Protection Board (MSPB) to file their appeal at any federal circuit court of appeals, instead of only the U.S. Court of Appeals for the DC Circuit.[34] Cummings said that this program is important to extend because it "allows whistleblowers to file appeals where they live rather than being limited to the Federal Circuit Court of Appeals".[35] He also said that the Federal Circuit Court of Appeals has "an abysmal track record in whistleblower cases".[35]

In remarks at the 2016 Democratic National Convention, Cummings declared: "Our party does not just believe, but understands, that Black Lives Matter. But we also recognize that our community and our law enforcement work best when they work together."[36][37]

Exactly. This has nothing to do with the President.

I'm sure those who thought well of Rep. Cummings are saddened by his death. Nobody seemed to be aware he was close to dying.

But this is a breaking news thread, not an RIP thread, so pointing out Cummings failings is appropriate.

Baltimore was poorly served by EC. And with his wife is in the throws of a corruption scandal that may put her in jail, there is much to talk about.

If someone creates an RIP thread for the man, I'll make sure to avoid it.
 
Just saw him exiting a meeting yesterday and was hoping he'd do some talking on these matters soon. Very sad.
Hope his family knew it was close and they all got to resolve any final hugs.

Well, that was either someone else or a clip from before the recess. Apparently he may not have returned since after the recess.

When I saw the headline I was thinking oh no, was it a heart attack or stroke, because it seemed out of no where. Then in reading I guess he'd been having issues and using oxygen and in and out of the hospital.
 
Joe Scarborough spent a lot of time talking about him on his show this morning. I didn't realize Cummings was ill, but apparently he's been ill for quite some time.

He was a sharecropper's son who grew up to do great things in a country that didn't favor the color of his skin until a few short decades ago. Props to Cummings for making his own way in the world and making a difference. Thanks for the decades of public service. Rest in peace.

When I read this the Cheers theme song started to play in my head.

He’s been ill for quite a while, but still, very unsettling to wake up to this news. Congressman Cummings was loved here in Baltimore by friend and foe alike. I disagreed with his positions often, but always respected him as a congressman and especially as a man. He’s a Tip O’Neil style politician that will stand his ground with fierce determination to protect his constituents during the day, and talk things over a dinner, to find compromise. If he won the day he was gracious, if there was stalemate, respectful, and always agreed to disagree, agreeably. May he rest peacefully
