That was not a call for a Civil War.
It is an idea, that the removal of the President from office by Democrats would cause "a Civil War like fracture"
You must note the use of the work
like used in between Civil War and fracture.
The point being made was not an actual Civil War being started or called for...
But a similar type of fracture (break) between the opposing sides worsening to the point that our Country will never heal.
