Hard to call a law reasonable and necessary when no reason for the law was stated. Perhaps some campaign cash from plastic surgery interests might be involved.

Exactly. Abortion laws (and Roe V Wade) were more about right to privacy.

Whatever happened to the party that was against government control of peoples' lives? I think it's gone forever, and has been replaced by refugees from padded rooms.

IMHO, the constant need for campaign cash allows (causes?) government to go (grow?) in directions which it otherwise would not.
 
So if you get a tattoo over a scar in Ohio does that make you a criminal when you enter Kentucky?

Since "writing" has been recognized as falling within the 1st Amendment "freedom of speech" provisions, as has drawing, painting, movies, and television, this proposed legislation is clearly unconstitutional as it infringes on a person's 1st Amendment "freedom of speech" rights.

On the other hand, the legislators could simply have spent a couple of hours too long in the bar.

I suspect that there is a possibility that the legislation is an attempt to prevent women from obliterating the "Scarlet A" that will be tattooed on their foreheads if they are convicted of engaging in sexual relations outside of marriage that some of the Kentucky legislators would really like to see introduced.
