Meanwhile Mueller broke a Special Prosecutor rule, which forced AG Barr and Dep AG Rosenstein to make the decision that no obstruction occurred:
AG Barr knows Mueller failed to follow the Special Prosecutor rules, which is WHY he along with Rosenstein decided that there was insufficient evidence of Obstruction, which Mueller was supposed to do.
Well it appears that Mueller VIOLATED the Special Prosecutor rules that required he give,
" he or she shall provide the Attorney General with a confidential report explaining the prosecution or declination decisions reached by the Special Counsel", which he failed to do according to, Cornell Law School:

Mueller punted on it, which is WHY Barr and Rosenstein made the decision based on the feeble evidence that there was no Obstruction. It is clear Mueller KNEW there was no clear evidence of Obstruction, which is why he decided to force the Attorney General to make the decision FOR HIM. Here is what he said on WHY the AG and not Mueller (who was supposed to make the determination) along with deputy ag, Rosenstein that there was no obstruction of justice.
