Nothing in that Obama EO threatened to cut off funds or grants to colleges if they failed to do what they are told. Read it yourself. It’s all about “promoting” and “encouraging.”
Sec. 3. Improving Free Inquiry on Campus. (a) To advance
the policy described in subsection 2(a) of this Order, the heads
of covered agencies shall, in coordination with the Director of
the Office of Management and Budget, take appropriate steps, in a
manner consistent with applicable law, including the First
Amendment, to ensure institutions that receive Federal research
or education grants promote free inquiry, including through

LOL, well actually my kid played in the ACC so I have been on countless campus over the last 4 years.

Notre Dame, Duke, NC State, UNC, Pitt, Louisville, Clemson, Boston College, Minnesota, Wake Forest, Florida State, Miami, Maryland, Navy, Pepperdine, Stanford, Santa Clara, South Carolina, Syracuse, UNC Greenboro.... that is just off the top of my head.
(or and many others on recruiting trips, at least a dozen)

Private colleges have no obligation to uphold the First Amendment, which is directed at the government (e.g. "Congress shall make no law...")

True, but colleges are obligated to give speakers the opportunity for free speech. Many times conservative speakers are not be allowed to speak under the guise of security concerns.

These protests are taking place because the speaks are controversial.

That the speakers are controversial but given the opportunity to speak means the first amendment is being respected.

The college is allowing the controversial speakers, the speakers are speaking and being able to say whatever they want and the protesters who have a right to protest.

Any that are violent, like Trumpets get, are arrested.

If something is canceled for security concerns has nothing to do with free speech. It has to do with liabilities.

Denying a speaker spreading hate has nothing to do with free speech. They are not being imprisoned for their action. Denying someone the right to spread hate and lies on a campus that is about teaching facts is practicing their free speech. As usual, a Trump policy is pointless and falls flat on its face

Universities already allowed speakers from all walks of political orientation. So it wasn't really necessary. The real question is who is going to pay the bill for the exploding costs of security. Universities have to spend millions on security these days, ain't no chump change.
