If Democrats have time to party in Puerto Rico, they have time to attend a SOTU address. If they're worried about "a platform to blame them for the shutdown" they could avoid that by sitting down and trying to work out a compromise, something they've been completely unwilling to do thus far.

Your objection does not seem to be about having increased border security (which even demorats say that they support) but simply to make Trump look bad by denying him the ability to say that a campaign promise was kept. So far, all of our border security, including (700?) miles of physical barriers, has been taxpayer funded - did you really expect that to change based on a Trump campaign pledge?

I'm demanding that we see some money from Mexico before we even think about building the wall. Without that, no wall. Let the 2020 election be about the wall for all I care. Trump has been blabbing all over how he is a "master negotiator" and here we are with the longest government shutdown and his lying that Mexico will pay for it. If he can't get $5.6B of Mexico money to start, then why the hell would I trust him to get over $50B of Mexico money for the wall?

There is no constitutional requirement to even give a speech. Article II, Section 3, Clause 1 merely states:
The President “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.”
He/she could do that with a letter published in the New York Times.
