We don't have to trust their judgement. The article expressly states the FBI was concerned in 2017 that Trump was acting not in the best interest of the USA. We can actually look back and see what Trump was doing in 2017 to warrant such a conclusion. About All I can think of is that Trump back then was pretty vocal that Putin did not seek to interfere in the election and the FBI et. al. who said otherwise were wrong. And he was fairly po'ed with Comey and fired him. Is the FBI concerns just sour grapes?
On top of your point, launching an investigation of this nature against a sitting President has never happened. It would not be a decision taken lightly. The FBI would have gone to Justice, presented their concerns, presented their evidence and would have received the nod to proceed.
This was not one guy with a grudge against Trump. This was many top level professionals pouring over the evidence and making a tough, unprecedented decision. The best we have in those roles were the ones that agreed a counterintelligence investigation was warranted.
They made a tough decision based on compelling evidence, we do not have access to.
