Video footage released on Tuesday by a civil rights group shows an off-duty Chicago police officer shooting an unarmed, autistic man during an incident initially described as an armed confrontation.

Sgt Khalil Muhammad shot then-18-year-old Ricardo Hayes as he walked on the city’s South Side. Hayes had wandered away from his home around 5am on 13 August 2017, according to a lawsuit over the shooting filed by the American Civil Liberties Union (ACLU). His caretaker called police, informing them he was autistic.

Here's the reason they gave for not releasing the video sooner.
The Civilian Office of Police Accountability released police dashboard camera, home surveillance video and police reports more than a year after Ricardo “Ricky” Hayes, then 18, was shot in the arm and chest in the 11100 block of South Hermosa Avenue

COPA, which investigates shootings involving Chicago police officers, typically must release video of use-of-force incidents within 60 days, but the agency said there was a delay while it researched whether making the videos public would violate laws regarding the release of information related to wards of the state

I hope this young man receives a hefty settlement and the cop is charged with a couple of felonies. Clearly, the off duty cop was in the wrong.
