According to a BuzzFeed reported published Tuesday, the Delaware-incorporated Spear Operations Group recruited top veterans from the U.S. military after Spear was hired by the UAE to conduct a series of targeted killings for $1.5 million per month. The soldiers who allegedly signed on to do the dirty work were offered more than $25,000 a month.

“There was a targeted assassination program in Yemen,” Spear founder Abraham Golan, told BuzzFeed. “I was running it. We did it. It was sanctioned by the UAE within the coalition.”

Golan told BuzzFeed that his team – which reportedly included a former member of the CIA, a Special Forces sergeant with the Maryland Army National Guard and two former Navy SEALs – was responsible for a number of the war’s most high-profile assassinations. The group allegedly received 23 targets from the UAE, but Golan did not identify any victims.

This stuff has been going on for centuries.
 
Me and some Vietnam green berets and a WWII vet got paid a million a pop, plus we rescued POWs in Siberia.
 
If the story is true the I don’t think it would violate any US laws.

So what's the alternative? There's no law enforcement at that level, and if there were it would be easy to subvert or bypass.

The most we could do would be to yank their citizenship and arrest them if we get our hands on them, and for what?

You think we should outlaw mercenaries in all cases, and arrest/turn them over to Yemen for trial?

What about the mercenaries we routinely hire around the world? Is it OK for them to be guards?

Again, who is enforcing these rules? Who should be?

Pointing out the problems in the world is the easy part.

Here's what we were briefed on, when we were processing out, just in case we thought about using our military talents as a merce... I mean, private contractor - 18 U.S. Code § 956 - Conspiracy to kill, kidnap, maim, or injure persons or damage property in a foreign country and if while we were doing that, we could potentially be prosecuted under 18 U.S. Code § 2441 - War crimes.

Kind of. They could be charged with Conspiracy To Kill In A Foreign Country, and potentially even charged with a War Crime under US law. The former could carry up to a life sentence, the latter could carry a life sentence or the death penalty.

Looks like they've avoided violating any US laws.

From the FoxNews article...

Americans involved in these types of missions operate in a “legal and political gray zone,” according to Buzzfeed.

Under U.S. law it is illegal to “conspire to kill, kidnap or maim” in a foreign country; however, the U.S. does not prohibit mercenaries. Americans can also legally serve in foreign militaries.

Golan said a part of the agreement with the UAE was the U.S. mercenaries would be given military ranks by incorporating them into the Emirates’ Armed Forces.

He said the uniforms and dog tags would mark “the difference between a mercenary and military man."
