Putin to ink arms deal with India amid threat of US sanctions


Russian President Vladimir Putin is scheduled to arrive in India on Thursday for a two-day visit during which Moscow is expected to ink a weapons deal worth billions of dollars.

The Kremlin said before the two-day visit by Putin and top Russian ministers that the "key feature" would be the signing of a $5bn deal for the S-400 air defence system, despite the risk of US sanctions against countries buying Russian defence equipment.

On the eve of Putin's arrival, the US poured cold water on India's efforts to obtain a waiver to avoid sanctions put in place under the Countering America's Adversaries Through Sanctions Act (CAATSA).

US will sign off on a waiver- India purchases a lot of weapons systems from the US- NATO. That and ties between the US/India started strengthening under Bush.
India is also needed as another bulwark for Chinese expansionism in the SC Sea, and Pacific to the ME

I suppose that one of the main reasons why you have concluded that the US government will grant the waiver is that the US government has already indicated that it will not grant the waiver.

As far as "India is also needed as another bulwark for Chinese expansionism in the SC Sea, and Pacific to the ME" is concerned, you have it backwards.

Either India needs the US as another bulwark against "Chinese expansionism", or the Indians are quite content that they can deal with whatever level of "Chinese expansionism" they have concluded actually exists.

PS - Did you know that it is NOT considered correct to label efforts of the American government to increase American economic dominance and political leverage in the South China Sea, Pacific, Middle East, South American, Central America, North America, and/or European areas as "American expansionism"? The correct officially approved term for that is "Promoting Freedom and Democracy".

The U.S. strengthened its military relationship with India last week in signing an agreement that allows New Delhi to buy advanced American weapons, share sensitive technology and exchange military information securely and quickly.

“We will continue working together to enhance and expand India’s role as a primary major defense partner to elevate our relationship to a level commensurate without closest allies and partners,” said Secretary of Defense James Mattis speaking at a press conference in New Delhi
 

Feel free to believe the current version of the latest officially approved government sanctioned truth-or-the-day where words like "we will consider waivers where appropriate" mean "we will grant you waivers even if we don't like you doing what you are doing because we like you and we are nice guys".
