Actually there is a an entire book - THE DANGEROUS CASE OF DONALD TRUMP - where 17 mental health experts come to the conclusion his mental disabilities render him unfit for office.

Being an "egotistical, narcissistic, dolt" is NOT listed in the Diagnostic and Statistical Manual of Mental Disorders (DSM–5) as a mental disorder. Thus Mr. Trump is NOT disqualified on that basis.

The American people decided their vote in favor of Clinton. The Electoral College went for Trump and failed to do their job as promised by the Founders when they sold the nation on the EC in Federalist Paper 68.

The fact that the Cabinet does not take the action shows they are derelict in their duty.
