The personnel chief of the Federal Emergency Management Agency — who resigned just weeks ago — is under investigation after being accused of creating an atmosphere of widespread sexual harassment over years in which women were hired as possible sexual partners for male employees, the agency’s leader said Monday.

The alleged harassment and other misconduct, revealed through a preliminary seven-month internal investigation, was a “systemic problem going on for years,” said FEMA Administrator William “Brock” Long. Some of the behavior could rise to the level of criminal activity, he said.
Hired friends, women, offered jobs, transferred them later to regional offices, passed their names onto friends at those locations so they could try their luck for sex with them
He like then should be done like dinner.
Get the feeling as the article mentions, could be criminal behaviors, if so a lot of people may end up in Jail. Their sex partners may change

How do things like this go on for so long at high levels. Lack of protections for those that come forwards. Stronger whistle blower laws protecting civil servants would be a good start.

A Congressional Standing Committee where all WB complaints go to. Needless to say it would also have the Dept copied and include all allegations, all investigations, results.

Not sure of the laws but in the US, those that report and testify to criminal activity can reap large awards. IIRC it is based upon percentages of the agreed penalty.
So include protections for WB

Job, salary, bonus protections, no transfers without the persons approval all guaranteed. Note only for cases that go forwards. Any changes or attempted changes are required to be reported to the Congressional Committee within 30 days, the employee also must report whether they agreed on not, filed directly to the Committee.
90 day reports filed by the employee directly to the Committee if they have encountered/endured any back lash from those higher in the Dept and that would include harassment from any peers.

All cases reviewed on a regular basis by the Congressional Committee. We both know these reports and such would be seen by staffers first. That report would include eval reports, any complaints made against the WB, any transfers, and a written report by the WB delivered directly to Congress, without going thru the Dept.

Just some thoughts
 
Not shocking. FFS...congress has an office that pays off interns and staffers for current instances of sexual assault/harassment and no one even hears about it.
 
I don't know if this happened, but if it did he needs to go to jail....I went through FEMA after Harvey...nothing is as gut wrenching as losing everything and not knowing what to do next .

Good to see the FEMA boss is draining the swamp in his department.

Something tells me this personnel chief is the first in what could turn out to be a heap of fired employees.

WB protection statutes already exist, but they are merely lip service.

Whistleblowers like Binney, Drake, Kiriakou, Snowden and Manning are persecuted, even under the "liberal" administration of Obama.

The status quo is so very corrupt that the few good guys in Congress quickly turn sour and are driven out. Truth has no place in today's government.

I had a friend who worked for FEMA for maybe 5 years. He did not like it there, but sexual harassment was not the reason.

Everyone has their own definition of what constitutes an emergency. It isn't going to manage itself.
