The Pentagon pushed back against criticism that it was weeding out foreign-born troops Tuesday and released court filings to show some international recruits in a program that granted citizenship through military service had falsified their background records and were connected to state-sponsored intelligence agencies, which led DoD to believe the program was vulnerable to insider threat.

I suppose I can see how the system could have been abused or compromised.

Anything can be abused; there's always some degree of vulnerability. To wit, native born individuals can and have become disaffected. That things, policies, programs, and people can be abused (become abusive) isn't germane; acknowledging that such can happen is, in a political context, is no more a gravamen than demagogically asserting that water is wet. The germane consideration is whether programs, organizations, individuals, etc. have and apply existential internal controls so as to, in a timely manner, identify and interdict abuses before they can have material detrimental and incorrigible impacts.
