As I have stated many times I served, my dad served at Pearl Harbor, my father in law in Normandy all giving you the right to make outrageous claims and promoting the overthrow of a President because of your perception of rhetoric. You don't know the curriculum or the courses, nor can you accept them on being informed of them. I am presenting what I learned and was taught in university Rotc courses. Every officer candidate is taught this in the United States, whether he's called a cadet or literally an officer candidate as in OCS. What you call my opinion is in fact curriculum and it has been so since the founding of the academies. It is the philosophy of the Founders initiated and guided through the writing of the Constitution by George Washington. It is your problem intellectually, culturally, politically that you cannot accept the facts and reality. Frankly speaking, it is a shortcoming of the radical right and of EP who, admittedly, are not informed of the officer oath nor advised of anything about it. Which leaves us safely to say EP are avowed to obey the orders of the officers appointed over them. It is called military discipline, chain of command and fidelity to the oath each of us takes regardless of whether it is the officer oath or the EP oath. So it is past time now for you to lock your heels troop because you aren't the only one whose progenitors fought in our nations wars.

It is standard fare in armed forces officer education, orientation, training and development. Accept it and learn to live with it. Admittedly, officer cadets and candidates learn this routinely and move on in the curriculum. "With his statements, General Votel not only discredited the official position of his supreme commander-in-chief, but also exacerbated the illegality under international law and US law of the military presence of American servicemen in Syria," the Russian Ministry said in a statement published on social media in response to an interview Votel gave to ABC News.

"I would want to make sure that this isn't something that we stepped into lightly," Votel, the commander of US Central Command, said when asked about the idea of the US and Russia working together to facilitate the return of refugees. "I am not recommending that. And that would be a pretty big step at this point," Votel added.

On Friday, Secretary of State Mike Pompeo confirmed that the issue of refugee return had been discussed during last week's meeting between Trump and Russian President Vladimir Putin but did not say that any agreements had been reached.

Votel told reporters at the Pentagon that he had received no new direction following the Trump-Putin meeting and Trump has also appeared to suggest that while many issues related to the region had been discussed, the implementation of any agreements would not take place until a second meeting between Trump and Putin.

On Tuesday, Secretary of Defense James Mattis also confirmed that the US was not cooperating with Russia in Syria while speaking with Pompeo in Palo Alto, California, alongside their Australian counterparts. "In regard to Syria, what we do with the Russian Federation is we de-conflict our operations, we do not coordinate them," Mattis said. "We will not be doing anything additional until the secretary of state and the President have further figured out at what point we're going to start working alongside our allies with Russia in the future, that has not happened yet and it would be premature for me to go into any more detail at this point because we're not doing any more than this," he added.

The Russian ministry's statement on Votel also criticized the US presence in Syria, saying that "US forces are left with only one option to stay in Syria -- to engage in cooperation with Russia and the country's legal leadership in the process of assisting the return of refugees and temporarily displaced persons to their homes."

On Monday, the House and Senate armed services committees released the final version of their compromise defense bill for 2019 that once again renewed a prohibition on "military-to-military cooperation" with Russia.

"The National Defense Authorization Act, as a law, prohibits us from coordinating, synchronizing, collaborating, with Russian forces," Votel said.

Asked whether he would able to comply with any requests for some degree of cooperation in Syria, Votel suggested that such a consideration would necessarily involve U.S. lawmakers, who wrote the law restricting U.S.-Russian military interactions.

"Any space would have to be created by Congress or a waiver that they would approve to allow us to do something like that," Votel said. "I have not asked for that at this point, and we'll see what direction comes down."

He added that Moscow was using Syria to test new weapons and military tactics, and it had increased its surface-to-air missiles in the region that threatened the United States' ability to "dominate the airspace." Votel became the latest in a string of senior U.S. defense officials to decline public comment on whether Russian civilian contractors were involved in a Feb. 7 attack on U.S. and U.S.-backed forces in Syria.

Nearly 16% in military spending is much more than what other governments spend for defence, but the US has a bigger military with lots of expensive weapons.

Seventy percent of $920 billion would be $644 billion (more than all US military spending in 2015 –according to Yes_Minister’s source). I suppose US military spending rose about $30 billion between 2015 and 2016. I'm looking for what percentage of US military spending is on NATO.
