No. The law specifies foreign GOVERNMENT help. There is nothing illegal about buying private opposition research from citizens of other countries. Can you even see why accepting help from a foreign Govt. in a campaign for President is corrupt and illegal? Perhaps this bit of quid pro quo might jog your memory.
