That's a lie put out by the Russians and the Syrians. Not that it's even relevant, because if all of the targets were destroyed, it doesn't matter if they got hit with 103 missiles, or 32 missiles. It still doesn't equate to a win for the Russians and the Syrians.
32/103 is approximately a 32% hit rate. Would be good if the targets were few and in close proximity but the rate wouldn't be good for an all out war on a country, for example.
