Jerry Brown’s Legacy: A $6.1 Billion Budget Surplus in California

Jerry Brown is an enigma to me. I hated him as Governor the first time. His 1992 presidential campaign had all the charm of a carnival sideshow, but it was amusing. I thought he was freaking awesome as Mayor of Oakland. Then he gets back as Governor and he's been terrible again. Maybe the "peter principle" has something to it, he should've stopped at mayor.

He does seem like a decent and sincere guy, though, and I think that's why he did so well as mayor, he's just... loony.

Note: Born and raised and lived most of my adult life in California, so I am familiar with Mr Brown.

Many decades in California myself. What I cannot excuse is the bullet train to nowhere in process now. It is failing even as the first track is laid... A series of li songs piled upon line should and we are paying for it in our taxes.
 
In the 2003 recall election, the choices had remarkably similar family histories... Gray Davis successfully hid his, but lost the election. I find it difficult to accept as meaningless coincidence, that in a state of 35 million, both major parties sponsored candidates from such like minded families.

Still waiting for the unfunded pensions to come home to roost....

Every defined benefit pension plan has an unfunded liability. That does not mean the pensions are not healthy. Though it sounds scary to those not familiar with such plans, it and of itself it means little.

It was getting so bad Brown brokered a pension rollback..

Why should a state government be required to fund the pensions of people not even working yet out of current cash flows? I have no interest in responding to a Forbes article.
 
Brown took on the Unions to lower pensions and took on the Tea Party no nothings to raise taxes on the uber wealthy...That with the state redistricting the gerry mandering allowed him to not bow to the 33%...Who had said NO to every tax increase...Certainly California still has challenges but with the 6th largest economy in the world it appears it has much to be proud of of

So how are they gonna pay for that mag lev train again?

You are throwing around terminology for the sake of sounding both scary and important. The term unfunded liability has been bastardized into a political tool to get a rise out of the uninformed.

For example... A mortgage is an unfunded liability. Why are you not talking about the U.S.'s 14 trillion in unfunded mortgages? We know why... you haven't read about it yet in a forbes article.

There are claims about trillions in unfunded state and local pension liabilities. They're often the subject of sloppy speech -- saying unfunded liabilities when talking about total liabilities.

Moreover, those making these claims don't look at the flip-side, that one need not have the cash in the bank today to cover liabilities in the future. Just like my mortgage -- a stream of payments to the bank into the future, is being paid by a stream of paychecks in the future. The future stream of state and local liabilities are going to be paid through future payroll deductions. The only important function is whether there is a gap between the payments and the liabilities and how big is the shortfall, if anything.

Last checked (and that would be 3 weeks ago when I was there) In Silicon Valley alone there were over 500 companies racking up Billions in revenue and business...But keep babbling about a Damn....LOL

The uber rich are getting richer? The 1%er are getting their share? Get outa here. How's Hollywood holding up compared to the rest of us peeons who struggle for jobs while they are preaching to us how to live?

Eisenhower was able to pave the entire country with interstates which greatly enhanced business and Commerce across the country. How much did we go into debt. ZIPPO. Carter left office with a 500 billion dollar deficit and Ronnie and the gang took over. Trickle down on and off for 38 years has brought upon a 21 Trillion dollar deficit. Conservatives say Obama was the worst offender. What they neglect to tell you is how Obama put the 2 wars he inherited on the budget. But I regress. "The Republican nominee for President, George W. Bush, took a clear stance on the issue: the surplus was to be returned to American households in the form of tax relief. In his acceptance speech for the Republican nomination, he said:

“The last time taxes were this high as a percentage of our economy, there was a good reason … We were fighting World War II. Today, our high taxes fund a surplus. Some say that growing federal surplus means Washington has more money to spend. But they've got it backwards. The surplus is not the government's money. The surplus is the people's money.” Based on this why did not that surplus go to pay off some of the debt. If the surplus is the people's money then the bills incurred by our!!!!! lawmakers on both sides of the aisle seem to be our debt. This is totally nuts. We were finally on a good path in the mid to late 90's. I wonder when Conservatives are going to figure this out that trickle down does not work, less revenue coupled with the same spending will lead to more deficits. Can your wife lose her job and you just keep on spending the same amount. NO!

Referencing the bold portion above, during Eisenhower, there was indeed a deficit each year. I provided a graph below of 1952 - 1960, of the deficit as a p% of GDP. The country never really pays off the debt but if done the way it was done post WWII, namely by keeping the annual deficit below economic growth, the debt becomes insignificant.
