Actually, he said this: 'Never. Never. Russia does not extradite its citizens to anyone just like the United States,' Putin told NBC's Megyn Kelly. 'Does the United States extradite its citizens to anyone?' Putin suggested that the evidence described in Mueller's indictment was not proof of interference and not enough for him to take action against the people it accuses.

'If you don't have a legal degree I can explain to you,' he said.

Kelly, who was a practicing lawyer before she turned her hand to journalism, quickly fired back: 'I do!'

Putin continued: 'Then you have to understand what it takes is an official request to the general prosecutor of the Russian federation.

'Give us a document. Give us an official request.

'This has to go through official channels, not through the press or yelling and hollering in the United States Congress.'

Not defending Russia at all, but I watched that interview and hate when the media spins ****. Would the U.S. extradite anyone just because Russia says so? Without going through official channels? She kept insisting with the attitude like "I can't believe you wouldn't" She looked stupid as hell.

It is [conveniently] against the Russian constitution to extradite a Russian citizen. On the contrary, Russia offers such people sanctuary and succor.....

As an example, one of the Russians (Andrey Lugovoy) accused of poisoning Alexander Litvinenko in London using tea spiked with radioactive Polonium is now a MP in the Russian Duma (lower house of parliament).

Thing is we already knew that Russia would not extradite them.
Though the US can issue Red Notices thru Interpol. So no trips to the EU, their Caribbean vacations are now halted. Cannot leave Russia without being subjected to arrest and possible extradition to the US

I have no idea if a Red Notice has been issued. From what I recall some are made public, others not. Russia has nothing to lose by not extraditing.
Not like they get along with the US.
Regardless Russian authorities would know of the Notices issued and would warn those people not to travel

Be aware that Interpol will often remove a Red Notice if Moscow files a formal complaint with Interpol that the criminal charges against the accused are politically motivated.

Why would any country ever extradite their own operatives? Even if the suspected operatives were not actually operatives it sets a bad precedence. A country’s intelligence community needs to know their government has their back or else it will be tough filling those jobs.
