I have to ask. Did you not read your own link. The president has unilateral discretion to use nuclear weapons. The Secretary of Defense can not veto the presidents decision.

Somebody has to agree with the president. That is what the two man rule means. The secretary can't veto the decision, but he must confirm the decision was made. If he doesn't the president can fire him and run down the chain of command until someone agrees with him. There has to be two people for the decision. Technically the second man has to agree, but in reality he can resign and not follow the order. It might appear like the president has all the power here, but the second man doesn't have to obey the order even though he swore an oath.
