Mr. Cohen, a confidant of Mr. Trump who was also a spokesman during the campaign, called the requests “poorly phrased, overly broad and not capable of being answered.”

I sure don't understand. There's attorney/client privilege. He can't be compelled to testify about anything relating to Trump. Let them subpoena him and put their questions in writing so Trump can approve his attorney answering them. Otherwise, his sitting in session listening to questions is a complete waste of time, for heaven's sake.

You have to have evidence to require such an inquiry. You don't get to conduct an inquiry just "because".

Mr. Cohen would be a pretty bad lawyer and probably not hired by anyone worth more than five dollars if he didn't refuse this. You must not know much about how lawyers work.

It's simple. He isn't going to entertain the congressional monkeys unless they issue a subpoena stating exactly what they want and why they want it. He wouldn't be much of a lawyer if he did otherwise.

There is nothing in the Constitutional that expresses the scope powers nor requirements of inquiry and/or investigation by Congress in these types of matters.
There have been a lot of court challenges. All practice in these matters has come from varying opinions by the courts over the years.
So there is no law that states they have to do this or that to conduct an investigation. The only requirement is that the investigation have a potential legislative purpose. Such as sanctions against a country or something like that however congress doesn't have to say what they will do just that there is potential for it
