The Defense Intelligence Agency didn't know former director Mike Flynn had been paid nearly $34,000 by a Russian state media outlet when it renewed his security clearance in April 2016, two U.S. officials told NBC News. Flynn had disclosed the December 2015 trip to Moscow to the DIA, but he never told them he was paid by RT, the official said. The Defense Department inspector general is now investigating whether Flynn broke the rules. The U.S. Constitution forbids retired generals from accepting foreign payments without permission. The revelation casts new light on the White House assertion Monday that the Obama administration should have denied Flynn a security clearance if officials were concerned about him. White House spokesman Sean Spicer made that statement in response to an NBC News report that President Obama warned then-President-elect Trump about hiring Flynn when Trump and Obama met in November. NBC News also has learned that when he became national security adviser, Flynn was required to obtain a new White House security clearance under the auspices of the CIA, which vets National Security Council appointees. That clearance was never granted before he was pushed out of the job, one official with knowledge of the matter said.

In January 2016, Flynn's clearance came up for a five-year review, and in April the DIA renewed it. Flynn disclosed his July 2015 trip to the RT dinner in Moscow, but not that he was paid, according to two U.S. officials with direct knowledge of the matter. One official said there is no specific question on the relevant form that covers payments for speeches by foreign entities, but another said Flynn was told that any payments in connection with the trip were to be disclosed. Beginning in the summer of 2016, Flynn participated in classified intelligence briefings of candidate Trump. In January 2017, he became White House national security adviser. Even though he still had his DIA clearance, he was required to fill out a new security clearance form, to be vetted by the FBI and the CIA, the two U.S. officials told NBC News. He was also interviewed by White House lawyers about any potential flags in his background. His DIA clearance was sufficient for him to do his job as national security adviser, but the new clearance eventually would have been required. It was never granted, according to one official with direct knowledge. On Feb. 14, Flynn resigned under pressure, after White House officials say he misled Vice President Pence about his conversations with Russian ambassador Sergey Kislyak. The next day, the DIA suspended Flynn's access to classified information, pending a review.

It was auto-renewed because Flynn failed to disclose to the DIA that he received monetary payments from the Russian and Turkish governments.

What Spicer danced all around is a rational explanation for why the Trump administration hired Flynn as National Security Adviser and allowed him to assume this extremely sensitive position without the requisite invasive FBI/CIA checks. The Trump administration failed to employ due diligence in regard to Flynn. The Trump administration also continued to allow the un-vetted Flynn access to sensitive materials for at least 18 days after being informed that Flynn was compromised (a high security risk) by the Russians. As he fired Flynn for "not being truthful with VP Pence", Trump was extremely careful to avoid any hint that the individual he appointed to be his National Security Adviser was a paid foreign agent and highly vulnerable to foreign blackmail.

As stated in Post #1, the Defense Intelligence Agency (DIA), Flynn's former Govt. employer, renewed his security clearance. However, Flynn did not notify the DIA that he had received payments from the Russian Federation and Turkish governments.

Ergo, Flynn was in violation of FARA. This situation was exacerbated when the Trump administration failed to have its NSA appointee (Flynn) properly and strenuously vetted by the FBI/CIA.

It is a government courtesy to retired US Generals. It seems that Flynn is the only former US General that has failed to disclose Foreign Agent Registration Act (FARA) details to the DIA as required by law.

Former DNI Clapper emphasized yesterday that Russia will certainly up the ante in the 2018/2020 elections (because it is very inexpensive money-wise to meddle/the Obama penalty imposed was insufficient) and the US government needs to do a much better job educating the US public about the various methods that Russia utilized to meddle in the 2016 election. I agree with you that we need to run a much tighter government cyber-ship.

Flynn's security clearance was renewed by the Obama administration in January of 2016. He made his Moscow trip in 2015. The Obama admin knew about the trip.

The Pentagon is the sole US government agency that directly and exclusively issued security-clearances to Micheal Flynn. President Obama fired LTG Flynn from his Defense Intelligence Agency (DIA) job in 2014 (ostensibly for his abusive management style). LTG Flynn then decided to retire from the US military. In early 2016, LTG (Ret.) Flynn's five year security-clearance came up for renewal. As a courtesy, the Pentagon renews the security-clearance of retired US Generals as long as they continue to abide by the terms they agreed to honor at discharge/retirement. One of those terms is that the applicant not receive any payments or gifts from a foreign power.

In Section 20 of his SF-86 form (the US government security-clearance questionnaire) to renew his security-clearance, Flynn did not declare the payments he had received from the Russia/Turkey governments. Unaware of Flynn's deception, the Pentagon/DIA then issued LTG (Ret.) Flynn another courtesy five year security-clearance. Flynn lied on his SF-86 application and was also in violation of the Foreign Agent Registration Act (FARA).
