Well actually yes, that is largely the problem. White people in America, particularly wealthy educated white people in America are having fewer and fewer children. In some parts of the country white people aren't even replacing themselves. As the baby boomers die off you're seeing a stagnant white population, but that's true almost everywhere.

You also conveniently chose 2008 a year when California was struggling a bit more than other states do to a Republican governor, and an economy that was very bad for tourism. More recent estimates of the population demonstrate that the white population is once again increasing.

The 2010 census put the white non hispanic population at 15,763,625 and increase over your 2008 number.

Nonsense. Whites have a low but stable birth rate. That doesn't explain a decrease of millions over a few decades.
