WASHINGTON – The United States has agreed to allow Japan to retain tariffs on rice and wheat, government sources said Thursday during bilateral talks related to the wider Pacific free trade negotiations.

In return, Washington demanded Tokyo introduce a system to increase U.S. rice imports, which the Japanese side agreed to do, the sources said.

Among the five “sacred” farm product categories Japan regards off-limits — rice, wheat, beef and pork, dairy products and sugar —

But its only common sense in my opinion for a nation to be able to feed itself rather than depend on imports
 
I'm unaware of what a job participation rate is. I'm kind of eager to hear what that means, if you'd be so kind.

It mean, people who have not found a job after a period of time, are no longer counted as "unemployed". Look up the various ratings for unemployment.

Agreed a certain amount of national food security is needed.
