The Supreme Court issued an order on Saturday allowing Arizona to enforce a law banning so-called ballot harvesting, in which others collect voters’ completed absentee ballots and submit them to election officials. The court’s two-sentence order stayed a ruling from the United States Court of Appeals for the Ninth Circuit that would have temporarily blocked the law.

The justices gave no reasons for reviving the law, but the court often views last-minute changes to election procedures with disfavor.

Arizona allows voters to submit absentee ballots by mail or in person. The challenged law, enacted this year, barred letting others collect the ballots, with exceptions for family members and caregivers. According to officials in Arizona, there are similar laws in 26 other states and nearly identical ones in “14 other states that make mass ballot collection in some form a felony.”

Arizona has a horrendous record of screwing up election sites. Polling sites in Arizona are often inaccessible to people with disabilities. That's a fact. In the last election voters were turned away from polling sites and told to vote somewhere else. That a bit difficult if you have to take public transportation.

3. Poor people who must depend on public transportation.

4. People whose first language is not English.

I found this part of the article very interesting.


"The high court decision is unusual because it takes at least five votes to issue such an order and the court is split 4-4 along conservative-liberal lines after the death of Justice Antonin Scalia this year. That means at least one of the court's liberals agreed to allow the law to go back into effect, and no dissents were noted in the order."

Accessible Polling Places: All polling locations and vote centers have been chosen with special needs voters in mind. Each location will provide handicap parking and be able to accommodate individuals in wheelchairs, as well as, individuals with visual or hearing impairments. Let's face the facts, the argument used against claims of voter fraud is that the incidents are so small as to be almost zero.

Also true, but not discussed, the number of people actually impacted by voter ID laws are equally infinitesimal, but that gets in the way of the meme about trying to restrict minority voters.

Any rational person can see vote harvesting as a huge breach in the chain of security surrounding votes. It's remarkable it took the Supreme Court to rule on such an obvious measure.

Arizona now has a law that allows a voter to place their name on a "Permanent Early Voting List". This means that once a voter is on the list, they will receive an early ballot by mail for any election in which they are eligible to vote. Approximately 27 days prior to the specified election, a ballot will automatically be mailed to the voters on that list.

Having the ballot early allows time to review the ballot, study the issues, research the candidates and vote at one's convenience. All voted early ballots must be received in the office of the County Recorder, other officer in charge of elections, or deposited at any polling place in the county of residence, no later than 7:00 p.m. on Election Day.

In order to be included on the "Permanent Early Voting List", the voter must make a signed written request specifically asking their name be added to the permanent list. The request must include the voter's name, residence address, and mailing address within the county they reside (if different from the residence address), date of birth and their signature.

Click on the "Permanent Early Voting List REQUEST FORM" link below to download the form or complete the form online and print a copy to sign and mail.

It is not required to use this specific form to make a request. 1. Increase the number of polling spots on The reservation.

2. Not sure what disabilities you are talking about, but in my state their is an election official at each station to help anyone unable to safely enter the polls including "curb side service". If the disability makes you home bound absentee ballots can be mailed in and tracked.
3. Do a little research and make sure you know your correct polling place. Not simply assume you are in the right spot because of tradition
4. This should have no impact

There is a lot of opportunities for harvesting. Ballots are often delivered to tribal post offices, where they can be gathered up and voted 'en bloc' by the tribal council which is not totally foreign to Indian culture. You don't often get to go to the council and demand to vote "my way" and expect them to say "Sure. No prob".

Also, there are a lot of Mexican towns that live very much like the Indians out in the mountains, and a lot of paid help that lives at the place of employment.

The point is, not everyone has a ballot delivered to your designated private box. Much is put in a "pigeon hole" until you come into ask for it.

There are a lot of opportunities for mischief.

Thank you. It all looks nice but in practice it all too frequently doesn't work.

How do you know that your polling site isn't accessible? You show up on election day and discover that much of what you listed above isn't in place or doesn't work. At that point in time the person with the disability is well and truly screwed. "It's too late, we will do better the next time", they say. "Sorry. No one told us we needed to _________ (make the site accessible.)"

You may be surprised to know that quite a bit of federal and state law regarding federal and state accessibility is regularly and continually ignored by federal and state governments. Arizona state government ain't winning any accessibility prizes and it doesn't particularly care.

I am very familiar with ACDL and know most of the good people who work there. They have a tough job and they do good work. It's especially difficult for them working "with" a state government that would rather do damn near anything than make the state accessible to people with disabilities. ACDL keeps slugging away. Bless 'em.

Now we know how you are. That didn't take long.

I'm making up excuses. There are no issues. There is no reason for the Arizona Center for Disability Law to establish a voting issue and accessibility hotline. There is no need for the ADA. It is all in everyone's head. People who stand up against discrimination are whiners.

Do you have a choice as to how you may vote in Pennsylvania? Or must everyone go to the polls to vote?

Where does the law federal state that people with disabilities don't have a choice as to what method them must use to cast their ballots?
