Bad cops are part of the feedback loop, they are much more than some passive symptom of a larger problem. Their actions exacerbate the problem and break public trust with the police. It's an amplifying effect. You cannot divorce the effects of bad cops, their abuse of power, and the death they rain upon the citizens as a passive symptom. It's an active element in the feedback loop.

No or improper documentation. How does that happen when there's a body camera? That only happens when the cameras are being tampered with or turned off.

I don't think this is really about the Police State.

I think it's more about the "First Rule of Policing", as Scott Greenfield, a noted NY Criminal Defense Attorney, blogger and TV legal analyst, calls it. The "First Rule Of Policing" says that the cop goes home for dinner at the end of the day. Nothing else matters. If some gets killed who shouldn't have .... well tough nuggies as they say in the Bronx.
