From what I have seen the doctrine of pre-emption creates more problems than it solves in that it becomes a self fulfilling prophecy. Over and above that, the case of Iraq demonstrates that it creates problems such as Iraq's WMDs that are not there. The U.S. spent trillions of dollars, lost thousands of men and many more maimed for life in the wild goose chase.

I answered your question. If Putin's actions in South Ossetia and Ukraine can be construed as ethnic cleansing, then every one of the people that you mentioned are guilty.

The answer to your question is that by framing ethnic cleansing in such a broad way as to implicate Putin, you have also implicated these men as well.

Since you have deemed Putin's activities in Ukraine to be a form of ethnic cleansing, then every one of the men that you mentioned are guilty of supporting the ethnic cleansing of the area once known as the Palestine Mandate by Israel.

Russia and China both are focusing on developing their nuclear submarine capabilities

The Navy’s top Atlantic Submarine Force commander said Thursday that Russia and China’s ballistic missile submarine development will impact how the U.S deploys its fleet.

Navy Vice Adm. Michael Connor said global threats today are far more numerous and dispersed compared to the Cold War when the U.S. focused solely on Russia. Since the end of the Cold War, the U.S. has treated Russia more like a partner.

However, those goodwill feelings have changed since Russia has shown aggression in its recent conflict with Ukraine and instituted some tactics the U.S. hasn’t seen since the Cold War. Considering Russia’s significant nuclear arsenal, it has drawn the attention of the Navy’s nuclear submarine leaders.

“The Soviet Union devolved into Russia but they kept their nuclear capabilities. They are now re-growing those capabilities and others. As they re-grow, we find that modern Russia appears to have some aspirations both territory-wise and influence-wise that are reminiscent of the way they behaved when we had the Soviet Union,” Connor said.

Last week, Russia broadcast its intent to upgrade its submarine fleet when Russian officials released photos of two Akula II-class nuclear submarines being ferried to a shipyard to receive modernization upgrades.

Along with Russia, the U.S. Navy has taken a closer look at China’s submarine fleet warning that its advancement means the Chinese have a global strike capability, Connor said.

“The world has become multi-polar and we have competition for global influence and power from a rising China -- which is also very much on our mind. The Chinese have had ballistic missile submarines in some form for a while. Their pace has accelerated and they have several nuclear ballistic missile submarines and are continuing to build more,” Connor said.

In February, the Office of Naval Intelligence issued an assessment on the Chinese navy as part of testimony to the US-China Economic and Security Review. ONI leaders found that China’s navy has evolved from a littoral force to one that is capable of meeting a wide range of missions to include being "increasingly capable of striking targets hundreds of miles from the Chinese mainland."

In particular, ONI raised concerns about China’s fast-growing submarine force, to include the Jin-class ballistic nuclear submarines, which will likely commence deterrent patrols in 2014, according to the report. The expected operational deployment of the Jin SSBN "would mark China’s first credible at-sea-second-strike nuclear capability," the report states.

The submarine would fire the JL-2 submarine-launched ballistic missile, which has a range of 4,000 nautical miles and would "enable the Jin to strike Hawaii, Alaska and possibly western portions of CONUS [continental United States] from East Asian waters," ONI assessed.

The report says the Chinese currently have five nuclear attack submarines, four nuclear ballistic missile submarines and 53 diesel attack submarines.

Overall, China's fleet of submarines has quickly increased in offensive weapons technology over the last 10 years. A decade ago, only a few Chinese submarines could fire modern anti-ship cruise missiles. Now, more than half of the conventional attack submarines are configured to fire anti-ship cruise missiles, or ASCMs, the report states.

"The type-095 guided missile attack submarine, which China will likely construct over the next decade, may be equipped with a land-attack capability," the assessment explains. This could enable Chinese submarines with an enhanced ability to strike U.S. bases throughout the region, the report adds.

Overall, Russia and China are firmly committed to have an undersea nuclear deterrent capability with a strong naval component, Connor added.

“We want to resolve minor conflict before they become major conflicts,” he explained.

There are reports that Russia could provide China with its most advanced submarine technology. If true, this could have implications for the power struggle in the South China Sea.

Instead of providing the older Lada-class submarines to the People's Liberation Army Navy as requested by Beijing, Russia's president, Vladimir Putin, will likely authorize China to receive the more advanced Kalina-class submarine, reports the Voice of Russia, citing Vassily Kashin, a senior research fellow from the Moscow-based Center for Analysis of Strategies and Technologies.

Viktor Chirkov, the commander-in-chief of the Russian Navy, officially announced that the Kalina-class conventional submarine equipped with an advanced air-independent propulsion system will be developed and produced in the future on Mar. 20. "Russia is currently designing a fifth-generation conventional submarine, dubbed Project Kalina, which will be fitted with an air-independent propulsion (AIP) system," said Chirkov.

Authorities also declared that the construction of the older Lada-class submarine will be cancelled. The Lada-class, or Project 677, is a fourth-generation diesel-electric submarine based on the older Kilo-class submarine.

China was negotiating with Russia to purchase four Lada-class submarines from the Rubin Design Bureau based in St Petersburg. China hoped those submarines could be refitted with Chinese engines and an electronic fire-control system, according to the Canada-based Kanwa Defense Review.

As Russia remains isolated over its intervention in the Ukraine crisis, Moscow values China's position as one of its strategic partners, Kashin said. He added that the PLA Navy will benefit from the cancellation of the Lada-class as it will open a new door for China to gain more advanced technology from Russia to build its own submarine in the future. Meanwhile, China may be able to design its own fifth-generation conventional submarine with the help of Russia under this new concept, Kashin said.

Indeed, if Putin is guilty of ethnic cleansing in Ukraine because of Russian support there, then those U.S. Presidents are guilty of ethnic cleansing as well as a result of their support for the ethnic cleansing of the Mandate of Palestine by Israel. Excellent point.
 
As I have said before the neocon doctrine of pre-emption which as resulted in the situation in Ukraine and the US pivot to east Asia will result in pushing Russia and China closer together. One area will be in the development and sharing of advanced military technology. Here is an example

What's going on with Russia and China is far bigger than Obama. This is the U.S. foreign policy establishment as a whole gearing up for a confrontation with China.
 
China is building an airstrip on one the disputed islands in the South China Sea

Satellite images show China is making progress on building an airstrip on a reef in disputed territory in the South China Sea, a report says.

The images, published by IHS Jane's Defence Weekly, show construction work on reclaimed land on Fiery Cross Reef in the Spratly Islands.

The landmass could accommodate a runway about 3,000m long, the report said.

China's land reclamation work in the area has raised concern around the Asia-Pacific region.

China claims almost the whole of the South China Sea, resulting in overlapping claims with several other Asian nations including Vietnam and the Philippines.

They accuse China of illegally reclaiming land in contested areas to create artificial islands with facilities that could potentially be for military use.

Images have emerged of work in multiple areas in the disputed Spratly islands. China says its work is legal and needed to safeguard its sovereignty.

The report from IHS Jane's used images provided by Airbus Defence and Space in February and March.

The later image, dated 23 March, showed a paved section of runway on the north-eastern side of Fiery Cross Reef, as well as paving and ground preparation of other sections of the runway.

The 3,000m length, it said, "would be well within the parameters of existing People's Liberation Army Air Force runways on mainland China, which vary in length from about 2,700m to 4,000m at most".

It also showed dredging to the south of the reef, in apparent work to improve the reef's port facilities.

Additional images showed that China could be building a second air strip on Subi Reef, also in the Spratlys and only 25km from an island with a Filipino civilian population, by creating and then linking three artificial islands, the report said.

China's neighbours are concerned that Beijing is working to entrench a military presence in the South China Sea to reinforce - and make permanent - its claims.

The Philippines said last year it believed China was building an airstrip in Johnson South Reef, in the Spratlys - the extent of work there is not clear. And earlier this week, another report citing satellite images said China was expanding an airstrip on Woody Island, much further north in the disputed Paracel Islands which Vietnam claims.

President Barack Obama has said the US fears China is using "sheer size and muscle" to strong-arm smaller nations over the South China Sea.

A US State Department spokesman says the US does "not believe that large-scale land reclamation with the intent to militarise outposts on disputed land features is consistent with the region's desire for peace and stability".

But China insists it is acting within its rights.

"China's work on the [Spratly] islands mostly serves civil purposes apart from meeting the needs of military defence. China is aiming to provide shelter, aid in navigation, weather forecasts and fishery assistance to ships of various countries passing through the sea," a commentary carried prominently by Xinhua news agency on Thursday read.

Ethnic cleansing of Georgians in South Ossetia was the removal of Georgians, which was conducted in South Ossetia and other territories occupied by Russian and South Ossetian forces,[1][2][3][4][5][6][7] which happened during and after the 2008 Russia–Georgia war.[8]
