The Feds can provide funding for the accomplishment of certain goals. Public health and education are worth funding
Whenever a state takes monies from the federal government, there are a boatload of regulations attached. Depending on who is in control of Congress/White House those regulations can differ greatly. It is better for a state to be in control of such things. It is closest to the people they serve. They would be hawks on waste and fraud and know precisely where the monies are greatly needed instead of following some same size fits all programs by the federal government that do not best serve the people.
