I'm not a part of the police force, yet I have the right to help enforce the laws in appropriate situations. This is no different.
Your absurd comparison doesn't work in global politics. Does South Africa have a right to enforce NAFTA? It doesn't. Does Egypt have a right to enforce NATO? It doesn't. At this point, even the US would have a hard time demonstrating why it has a right to enforce the NTP given that its turned a blind eye to Israel's activities on the matter. What this document proves is what countries like India have been saying for a long time on the NTP. That it's subjective and can't clearly demonstrate why some countries get to have nuclear power and others don't.
