Revolving door adoptions. :( Laws and oversights are in place for adoptions for a reason - to make sure the kids are placed in a good home.

And how is it that the state allowed him to adopt the two younger sisters, when he'd already given the older sister back?

Well technically he gave her away, not back. He wanted to return her but would have faced criminal charges for abandonment.

To be honest, I would have gotten the spawn of satan out of my house too.

No - the older sister was given back to DHH. The younger ones, he wanted to give back but DHH said they'd change him with abandonment if he gave them back, too, so he just gave them away to another family, and then a 2nd family.

No wonder these kids have issues with behavior.

I believe people should decide whether they love children or not before making decision about adopting one.
