Obama is on track to take more high-level executive actions than any president since Harry Truman... according to a USA TODAY review of presidential documents.

Like executive orders, presidential memoranda don't require action by Congress. They have the same force of law as executive orders and often have consequences just as far-reaching. And some of the most significant actions of the Obama presidency have come not by executive order but by presidential memoranda.

Obama has made prolific use of memoranda despite his own claims that he's used his executive power less than other presidents. "The truth is, even with all the actions I've taken this year, I'm issuing executive orders at the lowest rate in more than 100 years," Obama said in a speech in Austin last July. "So it's not clear how it is that Republicans didn't seem to mind when President Bush took more executive actions than I did."

...Andrew Rudalevige, a presidency scholar at Bowdoin College. "But if you look at these other vehicles, he has been aggressive in his use of executive power."

Executive orders are numbered — the most recent... Memoranda are not numbered, not indexed and, until recently, difficult to quantify.

The law does not define the difference between an executive order and a memorandum, but it does say that the president should publish in the Federal Register executive orders and other documents that "have general applicability and legal effect."

This is how Demokrats define "most transparent administration."
This is Mr. Hope & Change.
ROTFLOL...

It's sleazy, they know it, but hey... it's what they do... So what can R's do about it... espcially with The Demokrat's Sex Toy... John Boehner... he's a boner alright... an idiot if there ever was one. What's he gonna do? Have Congress challenge Obama...? ROTFLOL... Nooooo... he just opens all cavaties and says, let me be the instrument of your desires.

Stats are meaningless. There is nothing wrong with the President using his power. Its when he does something that ISNT his power that we have a problem.

You have a point. On the plus side, in this particular case, the President has made a bunch of his supporters look really stupid when he forces them to spin his overlord actions.

Of course, since he has been hiding these EM's from the public, how would you know when he does something that ISN'T in his power to do?

I agree. I don't care how many EO's or memoranda's any President makes. I only care about the kind they make.

If a President issued 1000 EO's recognizing every single type of holiday in existence in the US I could care less. If the President issued 1 EO declaring himself king and the Congress/Senate disbanded you can damn well be sure I'm going to care. (yes, extreme examples but you get the idea.)

Power vacuums are going to shift burdens. If the legislative branch reaches record lows of functionality, other wings will have greater pressures placed on them to maintain order. It sounds like your complaints should be addressed towards congress.

Power vacuums? You do know that the inaction of the Congress/Senate does not give any power away right?

Yeah, it is about content, not quantity. The POTUS is charged with running the Executive Branch. Orders and memoranda is how he issues instructions to those who work for him. They aren't going to read his mind. Criticize the content by all means but it looks foolish to criticize the number.

I'm sure I'll know via legitimate news agencies when anything the president has done is unconstitutional.

Do you even know what they are?

All of them?

This is the single most deceitful president in modern history. He wouldn't even reveal his most important legislation before the election, we don't know his school records, he lied about Obamacare and then lied about the lie. He has tricked and deceived, done the opposite of his pronouncements, this is perfect example - transparent secrecy with contempt for "stupid voters" and you are content to allow him to continue to do so....

This isn't about good government, this is petty ego politics. My guy right or wrong.

And that is sick

Is this another faux issue among the right?

You know what?

Let him write them....

They are easily undone especially if the new majority in the Senate and House demands it.

Two, every one he writes is another nail in the Democrats coffin.

He has finally erred in his political acuity and misread the people. The last vote was a message that the stupid, petty games, fighting over the deck chairs on the Titanic has to stop.

The Cardinal sin of coaches and politicians, he has "lost the room" and doesn't know it. He thinks he can still control the debate.

Hiding them and then having the leader of the Senate, his press secretary, and Elvis himself claiming he's put out fewer executive orders than those before him. Which I found astounding...

Then we learn he's actually issued the most in the past 70-years.

Our Elvis in the White House is one pathological lying machine. As a government employee, and coming out with this stuff, he should be drug tested.

I have to admit I was unaware of the EM process until I read about it. It's par for the course, and vile for the President to claim he's issued fewer EO's than Bush, but actually has issued more "orders" than any other President for the last 70 years!

I'd never heard of EM's before either.

Obama was flat out deceiving, and had his party and the press sell the lie. Another in a long list of Lib deceptions.

I don't think it matters what the day brings, you will find some else to be outraged at Obama about. :lamo SSDD

One thing for certain, it doesn't matter what is being done to the minions who remain clueless, but loyal to the core, just because.

You would think after Gruber revealed how the Left operates to pass their socialist legislation, how fundamentally corrupt these people are, and did it in plain English, mocking their "stupid" base, that a few of these folks would wonder if what they support is good for society?

But nada chance. It rolls of them like rain off the duck, and the "rebuttals" they post are vapant crap, as if bringing up yet another deception of majestic proportions is something that can be dismissed with frivolity.

He doesn't care... he's Elvis... The King. He'll keep pushing his agenda through without Congress... and what's as nasty is Boehner and the leadership that have become accomplices against the will of the people as exhibited in the last election ass kicking.

Boehner is a massive problem. The sooner he's out as Speaker, the better for the country.

Of course he will. He isn't going to change now, the man has far too much pride.

I would also suggest that now is not the time to engage in the Republicans favorite pastime, circling the wagons and shooting inward. Sooner or later they have to stop fighting each other or you will see a continuing stream of "Barrys"

So USA Today, a news agency that's been around and reporting for almost as long as I've been alive isn't considered a legitimate news agency. Gotcha.

Show me a USA Today article where his actions have been reported as being unconstitutional.

Ideally you would go out and look, or the media would inform us. But seeing as how they carry his water...

Surely youve read enough of posts to realize I wouldnt defend Obama on anything political. Im simply fair and balanced.

Really? The legislative branch could stay home all year long and the president wouldn't gain one once of power from it. The legislative branch does NOT have to stay active or do what other branches want, so that they maintain the power they were given by the Constitution.
