I was really being sarcastic; however, I think you may want to look a little deeper into
Justice Thomas' biography to get a better understanding of how he got to where he is today.
GHW may have nominated him for the Supreme Court, but he served in other legal positions at the federal level during Reagan's Administration before serving in the lower courts under GHWB and then ultimately being confirmed as a Supreme Court Justice during his tenure. Thus, I think it's fair to ask even to this day whether or not Justice Thomas was the culmination of the GOP filling the Negro quota at the judiciary level. In all honesty, however, it's no different than asking if Justices Sotamayer or Kagan were the culmination of Pres. Obama fulfilling the Woman's Lib quota. All three Justices were minorities, right? Moreover, both Presidents felt the pressure from their respective Party to bring more minorities in at key positions. So, sarcastic or not, I think it fair to ask such a question whether being tongue-N-cheek or otherwise.
But like I said, I was being sarcastic because it's all water under the bridge at this point. Nonetheless, it helps to read books on these such matters to gain a broader perspective and understanding of how such things really shaped up.
