There are many meanings for the word "liberal".
In legal circles, a "liberal Interpretation" means that the law is pretty much a platform from which to start the consideration. If you think the law means exactly what it says and no more or less, that is not a liberal interpretation.
"Goods managed by the public"... Golly, that sounds noble. What exactly is "the public"?
You seem to be me about 35 years ago. I was a Conservative, but of the mind that I must be a Liberal because only bad people are Conservatives.
